本月初，世界卫生组织（WHO）下属世界医学院校目录委员会（WDOMS）将北京中医药大学等中国8所著名中医药大学从目录中删除。近日，读特记者联合香港中医科学院院长、深圳市天佑医学研究院院长申维玺博士共同致函WDOMS询问除名原因。

24日，WDOMS正式回复读特表示，此举并不是对中医质量与重要性的否定，只是目前世界目录将“医学院”定义为提供完整的指导课程以获得医生执业执照的机构，但中医学院没有提供一个可以获得允许在中国境外进行临床医学实践的医学资格的课程，故依照国际公认的标准除名。

申维玺博士早年师从中医泰斗、中国工程院院士孙燕，是我国知名的中医基础理论研究专家。对于此次除名事件，申维玺博士接受本报记者采访时表示，这里面有外界对中医的长期误读的原因，更有我们自身没有形成科学的中医理论的原因。被WDOMS除名对中医走向国际化影响非常大，中医的国际舞台将会更加狭小，我们国家应当花大力补齐中医基础理论这个短板。

申维玺博士进一步表示，WDOMS回复的潜台词就是他们认为这8所中医药大学的课程和培养出来的学生不能完全胜任未来医生的全部知识。而更深层次的原因是WDOMS误读中医，认为中医的治疗很难拿出大规模的循证医学证据和中医治病的科学原理。而我国在400余年中医发展过程中，也的确没有形成科学的医学理论体系，无法将零散中医遗珠运用理论红线进行串连。

而在中医基础理论缺失背景下，相关中医思想无法在外界传播与沟通，申维玺博士指出这成为WDOMS此次除名的导火索，而更深远的影响则在于中医药的产业化和传承问题，我们要从国家层面补齐中医基础理论短板，对日本等高速发展的中药产业要有所应对。

Thank you for your inquiry. The listing of schools of traditional medicine in the Chinese, Korean, and other systems was left over from the old World Directory of Medical Schools, published by the WHO from 1953 to 2000. The current World Directory defines a “medical school” as an educational institution that provides a complete or full program of instruction leading to a basic medical qualification; that is, a qualification that permits the holder to obtain a license to practise as a clinical medical doctor or physician.

Because the World Directory of Medical Schools is mainly intended to be a source of information for verification of the existence of medical schools world-wide, to include a qualification which is not normally recognised as a medical qualification outside of the host country would be of little value. Because of this, 8 Traditional Chinese Medicine schools were removed from the World Directory on 1 November 2019, because they did not offer a program leading to a qualification that is normally recognized as a medical qualification that permits clinical medical practice outside of China.

This decision is not a comment on the quality or importance of Traditional Chinese Medicine; our objective is to provide clearly defined and up-to-date information on medical schools in the generally understood and globally accepted definition of a medical school. This information is of importance to medical students and medical regulatory authorities world-wide.
