
今年11月,亚太经合组织(APEC)第三十三次领导人非正式会议将于深圳举行。长期致力于亚太区域合作、中国东盟关系研究,深圳大学特聘教授、中国亚洲太平洋学会副会长王玉主近期在谈及深圳承办APEC会议的重大意义时表示,以此为契机,进一步提高深圳国际化水平,促进繁荣发展,将有更多的人来到深圳,亲身体验中国式现代化。

在共同体时代凝聚起新的核心力量
王玉主认为,APEC的发展可以分为两个阶段,第一阶段是自由贸易时代,以茂物目标为顶层蓝图,追求实现贸易投资自由化、便利化和经济技术合作;2020年茂物目标到期后,以布城愿景为顶层蓝图,确立2040年建成“开放、活力、强韧、和平的亚太共同体”目标,进入第二阶段共同体时代。

王玉主表示,当今地缘政治博弈日益激烈,实现布城愿景需要凝聚起新的核心力量。“今天的共同体时代,APEC用什么来号召、凝聚21个成员经济体,继续步调一致地往前走?这是一个学术问题,也是深圳会议需要认真回答的问题。”王玉主说。
从1991年加入APEC以来,中国逐渐从跟随者、参与者,转变为主导者。“在亚太共同体建设过程当中,中国希望能够发挥主导作用,这就要明确地回应世界关切。”王玉主认为,世界关切的问题主要有两个方面:一是在当前的大国博弈、国际秩序动荡中,中国经济是否可持续?二是作为全球第二大经济体,中国能为APEC成员带来哪些机遇?“全世界都在拭目以待,我们得给出一个非常确定的回答,给APEC一个信心。我们欢迎大家到中国来,来看看繁荣的、充满活力的深圳,这里有大企业、大创新、大开放、大未来。”
开一次“里程碑式的会议”
为什么选择深圳?“最主要的考量是,中国式现代化的故事,谁来讲最合适?就是深圳。”王玉主表示,深圳是中国改革开放发展成就最亮眼的符号,是中国式现代化最生动的写照。正因此,“我们要给别人讲的故事,不只是深圳本身的发展故事,更重要的是通过深圳这个窗口,让世界看到中国式现代化背后的体制的优势、我们的诚心和能力。”
“我们要开一次APEC历史上‘里程碑式的会议’,其里程碑意义需要靠我们用行动来书写。”王玉主表示,最基本的是取得会议组织层面的成功;在理念、路径和机制层面,推动亚太共同体建设取得实质性进展;同时,《布特拉加亚愿景》要从现在的共识文本,细化为可操作的合作框架。
王玉主表示,除了APEC本身的议题,我国办会还有三重战略任务。一是以APEC为重要抓手,为中国发展营造相对稳定的外部环境。二是区域合作方面,稳定亚太合作环境。三是全球治理方面,提升中国在区域合作与全球治理中的制度性引领能力。王玉主表示,如今有大批国人在海外从事生产、科研,在世界各地游玩、深造,海外安全问题的重要性日益显著,“世界在变,全球治理问题和全球各区域治理情况,对我们都很重要。那些曾经和我们无关的事情,都已经和我们息息相关了。”
深圳应如何办好会议、服务国家战略目标?王玉主认为,首先要保证的是平稳办会、安全办会、高效办会,在此基础上,深圳还可以做得更好——实现绿色办会、科技办会、人文办会。具体而言,以零碳智慧会场体现可持续理念,在会务中展示、应用高科技成果,展现深圳创新创业文化和奋斗精神。王玉主表示,要通过今年的会议向APEC成员发出坚持多边主义合作的明确信号,展示开放成就,增强合作信心,展示市场机遇,凝聚合作共识。

APEC in Shenzhen: Experience Chinese modernization firsthand
The 33rd APEC Economic Leaders’ Meeting in November in Shenzhen will give attendees a firsthand look at Chinese modernization, said Wang Yuzhu, a distinguished professor at Shenzhen University and vice president of the Chinese Association of Asia-Pacific Studies. He also urged the city to leverage the summit to boost its global standing and growth.
Wang divided APEC’s evolution into two phases. The first was a free-trade era, guided by the Bogor Goals, which focused on trade and investment liberalization alongside technical cooperation. Following the expiration of those goals in 2020, the Putrajaya Vision ushered in a community era, with the goal of building an open, dynamic, resilient and peaceful Asia-Pacific community by 2040.
As geopolitical tensions mount, Wang said realizing this vision requires a new unifying force. “In this community era, what can rally 21 member economies to move in lockstep? This is both an academic challenge and a crucial question for the Shenzhen meeting,” he said.
Since joining APEC in 1991, China has shifted from a participant to a regional leader. “In building the Asia-Pacific community, China seeks a leading role, which requires addressing global concerns head-on,” Wang said. He identified two key questions: Is China’s economy sustainable amid major-power rivalry? And what opportunities does it offer APEC members?
“The world is watching,” Wang said. “We must provide a definitive response and instill confidence in APEC. We welcome everyone to see a vibrant Shenzhen — a city defined by innovation, openness, and a promising future.”
Wang called Shenzhen the ideal narrator for China’s reform and opening-up achievements. “The story isn’t just about Shenzhen’s growth, but about using this window to show the institutional strengths, sincerity and capabilities behind Chinese modernization.”
“We need to host a milestone meeting in APEC history, where its significance is defined by our actions,” Wang said. He noted that beyond organizational success, the meeting should achieve substantive progress at the conceptual and institutional levels and refine the Putrajaya Vision from a consensus-based text into an actionable framework.
Wang added that China’s hosting serves three strategic tasks: leveraging APEC to foster a stable external environment for China’s growth, stabilizing Asia-Pacific cooperation, and enhancing China’s institutional leadership in global governance. He also noted that with more Chinese nationals working and studying abroad, overseas security has become paramount. “As the world changes, global governance and the way the world is governed both matter to us. Issues that were once irrelevant to us have now become deeply intertwined with our interests.”
Regarding Shenzhen’s hosting of the summit, Wang said that the foremost priority is to ensure smooth, secure, and efficient proceedings. Beyond that, he suggested the city focus on making the event green, technologically innovative, and people-centered. Specifically, he recommended using zero-carbon smart venues to demonstrate sustainability and showcasing Shenzhen’s unique culture of innovation and entrepreneurship through conference services.

The 23rd APEC Economic Leaders’ Meeting convened in Manila, the Philippines, on Nov. 18, 2015. Discussions focused on regional economic integration, small and medium-sized enterprises, human resource development and sustainable growth. The summit concluded with the adoption of the Leaders’ Declaration — Building Inclusive Economies, Building a Better World: A Vision for an Asia-Pacific Community — as well as the APEC Strategy for Strengthening Quality Growth and the APEC Services Cooperation Framework.
Located on Luzon Island, Manila is the capital and largest port city of the Philippines. Spanning 638.55 sqkm across 16 cities and one municipality, it serves as the nation’s economic hub, housing more than half of the country’s industrial enterprises and contributing 60% of its total output. In December 2025, Manila was named the “World’s Leading City Destination.”

Jeepneys
Jeepneys, a quintessential form of Filipino public transport, originated from the modification of U.S. military jeeps left behind after World War II. These vehicles, characterized by extended bodies, metal roofs and vibrant paintwork, typically carry 16 to 20 passengers along fixed routes. Fares — starting at approximately 20 pesos — are traditionally passed forward by hand among passengers. Often operated by independent owners, the colorful vehicles have become an iconic national cultural symbol.
