俄罗斯科学和高等教育部部长法利科夫：“深圳正在塑造未来”

“深圳是一座充满活力的年轻城市，未来已然在此落地，更确切地说，这座城市正在塑造未来。”近日，俄罗斯科学和高等教育部部长法利科夫访问深圳，这是他去年8月访深后，时隔不到8个月再次造访这座城市。在接受深圳特区报记者专访时，他说，在不到半个世纪的时间里，凭借不懈奋斗与智慧，深圳已然成为高科技与创新中心，深圳北理莫斯科大学也堪称中俄最成功的科教合作项目之一。

今年是中俄战略协作伙伴关系建立30周年，也是《中俄睦邻友好合作条约》签署25周年。去年底，中俄两国元首互致新年贺电时宣布，两国将于2026—2027年举办“中俄教育年”。

“俄罗斯总统普京说，俄中关系达到历史最高水平。两国间的经济、社会、文化联系不断巩固，中国民众学习俄语、俄罗斯民众学习汉语的热情日益浓厚。在此背景下，两国教育合作自然不断拓展，‘中俄教育年’就是有力证明。”法利科夫期待，在“中俄教育年”期间，进一步深化俄中顶尖大学和科研机构之间的专业对话，高校联盟更加活跃，新建教育合作平台，大幅提升学术与学生交流规模，并达成关于教育合作及学历学位互认协议。

法利科夫介绍，目前，俄罗斯高校有约5.6万名中国留学生，中国高校有超2万名俄罗斯留学生。过去5年，中国学习俄语的人数增长7%，去年俄罗斯学习汉语的大学生超过5.1万名。“持续升温的学生和语言交流热度源于两国商贸和文化联系的拓展。”

作为中俄两国元首达成重要共识并亲自推动创建的国内第一所中俄合作大学，深圳北理莫斯科大学在法利科夫眼中是两国“合作的杰出典范”“最成功的科教合作项目之一”。去年访深期间，他实地考察了深圳北理莫斯科大学。今年，深圳北理莫斯科大学将迎来10周年校庆，俄罗斯科学和高等教育部已将其庆典活动纳入“中俄教育年”的重要议程。

法利科夫说，学校办学核心指标已达预期水平，在校生规模快速增长：2021年该校在校生仅千余人，今年学生人数将增至5000余人。学校有纳米材料、人工智能两个国家级中俄联合实验室，以及应用数学、生物信息学与工程生物学联合实验室。此外，该校是中国重要的俄语教学中心，设有俄语中心与俄语水平测试中心，不仅提供系统俄语教学，还可开展水平认证。

今年，亚太经合组织（APEC）第三十三次领导人非正式会议将在深圳举行。法利科夫表示，此次会议恰逢“中俄教育年”，为两国在生物医学、绿色经济、创新产业等前沿领域深化合作提供了更多机遇。

他说，近几十年来，亚太地区的经济与政治影响力显著提升，APEC 21个成员经济体总人口超30亿，经济总量占全球60%以上，从这一角度看，APEC是全球最具影响力的合作平台之一。俄罗斯科学与高等教育部长期参与亚太经合组织人力资源开发工作组相关活动，并举办亚太经合组织高等教育合作会议，与亚太同仁探讨高等教育前沿趋势。

Shenzhen is shaping the future

Returning to Shenzhen just eight months after his initial visit, Valery Falkov, minister of Science and Higher Education of Russia, hailed the metropolis as a young, energetic city shaping the future. Speaking to Shenzhen Special Zone Daily, Falkov noted that Shenzhen has evolved into a high-tech and innovation hub in less than half a century. He specifically lauded Shenzhen MSU-BIT University as a hallmark of success, describing it as a cornerstone of China-Russia scientific and educational collaboration.

This year marks the 30th anniversary of the China-Russia strategic partnership of coordination and the 25th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation. Late last year, the two heads of state announced that 2026-2027 would be the China-Russia Years of Education.

Falkov noted that Russian President Vladimir Putin views Russia-China ties as being at a historic peak. As economic and cultural bonds strengthen, language interest is surging. “The Years of Education program testifies to our growing academic cooperation,” he said, expressing hope for deeper academic dialogue, increased student exchanges, and mutual degree recognition.

Student exchanges are flourishing, with 56,000 Chinese students in Russia and 20,000 Russians in China. Enrollment in Russian courses in China grew 7% over five years, while 51,000 Russian students studied Chinese last year — a trend Falkov credits to expanding trade and cultural ties.

Falkov hailed Shenzhen MSU-BIT University — the first joint Sino-Russian university — as an “outstanding example of cooperation.” Having toured the campus last year, he noted that its upcoming 10th anniversary is a centerpiece of the China-Russia Years of Education program.

According to Falkov, the university’s key performance indicators have met the expected targets. Its student body is expected to grow from just over 1,000 in 2021 to more than 5,000 this year. The university hosts two national-level joint labs — one for nanomaterials and one for AI — along with a joint research center for applied mathematics and a joint lab for bioinformatics and engineering biology. It also houses a Russian Language Center and a Russian Language Proficiency Testing Center.

Falkov believes that the 33rd APEC Economic Leaders’ Meeting in Shenzhen will offer more opportunities for cooperation in biomedicine, the green economy, and innovation. He noted that APEC’s 21 members represent a combined population of over 3 billion people and account for 60% of global GDP, making it one of the world's most influential platforms.

Tenth Stop: Los Cabos, Mexico

The Tenth APEC Economic Leaders’ Meeting took place in Los Cabos, Mexico, on October 26-27, 2002. Guided by the theme “Expanding the Benefits of Economic Growth and Development – Implementing the Vision,” the summit prioritized counter-terrorism cooperation, support for the multilateral trading system, and regional economic expansion. Leaders adopted a formal declaration and a counter-terrorism statement, urging member economies to conclude a new round of WTO negotiations by 2005. Furthermore, the meeting underscored the importance of energy market reform and the launch of the Secure Trade in the APEC Region (STAR) Initiative.

Situated at the southern tip of the Baja California Peninsula, Los Cabos is uniquely framed by the Gulf of California to the east and the Pacific Ocean to the west and south. Spanning 3,451.51 sqkm, the town’s economy thrives on fishing and tourism, cementing its reputation as one of Mexico’s premier international destinations.
