聚力聚智，迎APEC盛会！宝安 “金点子” 征集启动，邀你共绘国际化城区新蓝图

2026年APEC第三十三次领导人非正式会议将于11月18日至19日在深圳举行。

为广泛凝聚社会智慧、共迎国际盛会，由宝安区委社会工作部、宝安区外事局主办的“迎接APEC 等你来提金点子”人民建议专题征集活动1月4日启动。

The 33rd Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting will be held in Shenzhen from November 18 to 19 in 2026. To pool broad public wisdom and jointly embrace this international event, the public suggestions collection campaign featuring “Welcoming APEC: Share Your Golden Ideas”, hosted by the Social Work Department of Bao’an District Committee and Bao’an Foreign Affairs Bureau, will be launched on January 4, 2026.

本次活动围绕服务保障2026年APEC会议及推动宝安长远国际化建设，诚挚邀请广大市民、社会各界及海外友人踊跃建言，共同为宝安打造更具影响力的国际化城区贡献智慧。

This campaign focuses on supporting and ensuring the success of the 2026 APEC meetings, and promoting the district’s long-term international development. It cordially invites citizens, people from all walks of life, and friends from overseas to contribute ideas, in a joint effort to build Bao’an into a more influential international urban district.

宝安人民建议征集是宝安区践行群众路线、推动“民间智慧融入顶层设计”的创新实践。去年7月以来，活动已围绕宝安人工智能应用场景、宝安区“十五五规划”开展两期专题征集，获得社会各界广泛关注和积极参与。如在全市率先开展的“宝安AI应用场景等你来提金点子”人民建议征集专项活动，累计征集建议1329条，采纳、部分采纳率达40.33%。

The campaign is an innovative practice by Bao’an District to follow the mass line and promote “integrating public wisdom into top-level design.” Since July last year, the campaign has already conducted two sessions focusing on AI application scenarios and the 15th Five-Year Plan of the district, garnering widespread public attention and active participation. For example, one session featuring “AI Application Scenarios: Share Your Golden Ideas” pioneered by Bao’an has collected a total of 1,329 suggestions, 40.33% of them adopted or partly adopted.

很多群众“金点子”成为城市治理服务、企业技术攻关的“需求清单”，相关建议成果在宝安区“AI派·集结号”活动发布，引起参会单位、企业热烈反响，探索走出了一条新时代践行群众路线的宝安“新路”。

Many public “golden ideas” have been included into the “demand lists” for urban governance services and enterprise technological breakthroughs. Relevant suggestion outcomes have been released at an AI-themed special event in Bao’an, generating warm responses from participating organizations and enterprises, and blazing a new trail with Bao’an features for practicing the mass line in the new era.

本次APEC专题征集覆盖十大关键领域，内容全面且注重实操，包括城区氛围营造、国际宣传推介、涉外服务便利化、环境品质提升、拓展对外交往平台、经贸投资合作、国际文化交流、旅游国际吸引力提升、国际化消费环境建设以及其他相关建议。

This APEC-themed public suggestion campaign covers ten key areas, with comprehensive content and a focus on practical implementation. These areas include: urban atmosphere enhancement, international promotion, services facilitation for foreign nationals, environmental quality improvement, external exchange platform expansion, economic, trade, and investment cooperation, international cultural exchange, international tourism appeal reinforcement, international consumption environment development, and other related suggestions.

据悉，本次征集到的优秀建议将纳入宝安区年度人民建议表彰奖励评选。主办方将对所有建议进行系统梳理和深入研究，推动切实可行的意见建议被相关部门采纳应用，转化为服务盛会、提升城市的具体举措。

It is reported that outstanding suggestions solicited in this campaign will be included as candidates for the annual Bao’an District Public Suggestions Award. The organizers will have a systematic analysis of and in-depth research into all suggestions, promoting the adoption and application of feasible ideas by relevant departments, and transforming them into concrete measures for serving the APEC meetings and developing the city.

围绕10个领域开展建议征集活动

We are collecting suggestions across 10 key areas

1.城区氛围营造。坚持国际视野、中国气派、深圳风格、宝安特色相结合，在重点公共场所及相关会议、政务服务中融入文化友好和APEC元素，完善多语种标识与服务指引，提升城市灯光与公共艺术景观等。

1. Urban Atmosphere Enhancement

Take a holistic approach to enhancing urban atmosphere, integrating international visions, Chinese styles, Shenzhen characters, and Bao’an features. The tasks include incorporating cultural, friendliness and APEC-related elements into key public spaces, conference settings, and government services, improving multilingual signage and service guidance, and enhancing city lighting and public art landscapes.

2.国际宣传推介。精心设计宝安国际形象和城市品牌，用好友华外媒和境外网红，面向境外、海外开展立体全面城市形象宣传推介，讲好宝安故事。在适宜场景展示我区人工智能、具身智能、高端装备、智能终端、低空经济等产业成果，展现“宝安智造”实力，提升宝安的国际知名度和美誉度。

2. International Promotion and Publicity

Design with care Bao’an’s international image and city branding. Engage with friendly overseas media and influencers to conduct comprehensive, multi-dimensional promotional campaigns targeting international audiences, and to tell the district’s stories. Showcase the district’s strengths in AI, embodied intelligence, high-end equipment, smart devices, low-altitude economy, and more in suitable scenarios, highlighting “Bao’an Intelligent Manufacturing” and boosting its global recognition and reputation.

3.涉外服务便利化。围绕出入境、政务服务、文旅、通信、交通、消费、医疗服务等领域，提升涉外服务水平。

3. Facilitation of Services for Foreign Nationals

Improve services in areas such as immigration, government services, culture and tourism, communications, transportation, consumption, and healthcare to better serve international visitors and residents.

4.环境品质提升。聚焦市容整治、环境提升、道路优化、街区绿化美化、滨水空间及公共活动区域品质提升等方面，推动实现“小改动、大提升”。

4. Environmental Quality Upgrade

Focus on improving city appearance, environment, road systems, street greening, waterfront spaces and public activity areas —achieving “small changes, big impacts”.

5.拓展对外交往平台。结合宝安产业特点和贸易特点，拓展与我区产业联动紧密的APEC友好城市，打造“宝安国际朋友圈”。探索引进APEC相关国家商协会和国际中介服务机构，联合开展交流合作。聚焦贸易、数字经济、交通、旅游、中小企业、财政、妇女等APEC重点关注领域，推动在宝安举办国际性会议活动。

5. Expansion of International Exchange Platforms

Expand sister-city relationship with cities of other APEC economies aligned with Bao’an’s industrial and trade strengths, building the district’s “global network of friends”. Explore introducing chambers of commerce, industrial associations and international intermediary service organizations from APEC economies, to jointly carry out exchanges and cooperation. Promote hosting international conferences and other events at Bao’an in APEC priority areas such as trade, digital economy, transportation, tourism, SMEs, finance, and women’s affairs.

6.经贸投资合作。打造宽松便利的吸引外资高地，优化外商投资创业环境，支持国际人才执业创业；推动辖区企业国际化发展，围绕企业出海、境外投资、产品销售等探索建立服务机构或平台，推动绿色低碳与数字化技术合作，策划科技文旅、产业对接活动。

6. Economic, Trade, and Investment Cooperation

Create a favorable and convenient hub for attracting foreign investment, optimize conditions for foreign investment and entrepreneurship, and support international professionals in practicing and starting businesses. Facilitate the global expansion of local enterprises, explore setting up service agencies and platforms for enterprise global expansion, overseas investment and product sales, promote coordinated development of green, low-carbon, and digital technologies, and plan technological, cultural and tourism events and industry matchmaking.

7.国际文化交流。深化与APEC相关国家的国际人文交流合作，引进举办国际知名文体赛事、公益活动及展会，提供特色文化体验服务；围绕APEC会议主活动，开展彰显宝安特色、促进文明互鉴的配套文体活动。

7. International Cultural Exchange

Deepen cultural and people-to-people exchanges with APEC economies by hosting internationally renowned sports events, cultural activities, charity events, and exhibitions. Provide distinctive cultural experience services and organize supporting cultural and sports activities that reflect Bao’an’s uniqueness and promote mutual learning among civilizations alongside APEC meetings.

8.旅游国际吸引力提升。优化全区旅游规划布局，丰富面向外籍人士的优质旅游产品和服务供给。优化线上多语种信息发布、查询、购票、乘车等功能，编制并推广多语种旅游地图，提升导游队伍专业化、国际化水平。

8. International Tourism Appeal Reinforcement

Optimize tourism planning and strategies across Bao’an, and enrich the supply of high-quality tourism products and services for foreign visitors. Improve online multilingual information release, inquiry, ticketing, and transportation functions. Develop and promote multilingual tourist maps, and enhance the professionalism and international competence of local tour guides.

9.国际化消费环境建设。提升空港会展、前海·宝中等商圈的国际吸引力，打造特色消费场景，引入和推广宝安本土品牌、老字号、特色餐饮，优化国际化支付与服务环境，发展科技消费、文旅消费。

9. International Consumption Environment Development

Boost the global appeal of commercial hubs such as Bao’an Airport-Exhibition Business District and Qianhai Bao’an Central. Create distinctive consumption scenarios, and introduce and promote local Bao’an brands, time-honored names, and specialty dining. Optimize international payment systems and service environments, and develop tech-driven and cultural tourism consumption.
